Plastics packaging manufacturer Aptar has had its Russian subsidiary placed under temporary government control after President Vladimir Putin signed an executive order earlier this month.
In a statement to investors filed with the US Securities and Exchange Commission, Illinois-based Aptar confirmed the decree had positioned its Russian factory, Aptar Vladimir – which falls within the company’s European business – under ‘temporary external administration’.
‘The company is assessing the situation and its options,’ Aptar wrote in the statement. ‘The company is committed to taking all necessary steps to protect its rights.’
Aptar Vladimir within the wider group
As of 31 December 2025, Aptar Vladimir represented less than 0.6 per cent of consolidated net sales and operating income, and less than 1 per cent of consolidated assets of the company, the statement added.
Aptar Vladimir operates a plant in that produces plastics packaging products, including caps, closures and dispensers. It is located in the city of Vladimir, which is situated 120 miles east of Moscow.
According to the decree signed by Putin, Aptar Vladimir has been transferred to Health & Nutrition, formerly Danone Russia, whose assets were seized under a similar Putin decree in 2023.
The order has been defended by Russia as retaliation for ‘unfriendly’ actions by Western countries that are involved in military actions against the country.
